I am interested to see if anyone would be willing to post bylaws/laws from thier Provincial/municipalities related to recyling and garbage scavenging.

I assume your requests means laws/bylaws related to recycling and who can touch it? If so, there's an item in the Metroland Community paper that confirms we cannot look through people's blue boxes in the New City of Hamilton.
Parker said the city’s waste management division is aware of scavengers who pick through curbside recycling in search of refundable cans or bottles.
“It’s illegal,” said Parker, who encourages residents to report this activity to the city. “It’s contrary to the waste management bylaw which states those materials belong to the city once they are placed at the curb.”
