No it is a computer. Their computer system misses items sometimes and if you email them a human replies and says "sorry our system missed it."

Actually, the "system" is a bunch of people working on a site called Mturk. Since most of the workers are American that would be the reason for only English receipts.

I thought the "system" was a team of people in Toronto who read the scanned receipt and approve/deny. French is mandatory in Ontario up to a certain grade, isn't it?

Hmm, I live in Quebec and do all my shopping in Ontario. I hand in my receipts from Ontario. No issues as of yet.
