I just cut/paste this from another games forum...but I did manage to get 2 games for my son using this method.
Step by step to get maximum savings
I just purchased Killzone: Shadowfall and Assassins Creed IV for $25.00 each, after savings. Free shipping included. The deal also works without PayPal
1. Create an account on SHOP.CA please throw me a bone and create a shop.ca account using the link in my signature, good karma is coming for you!
2. Sign up on ebates.ca please throw me a bone and create a ebates.ca account using the link in my signature, good karma is coming for you!
3. Search "Shop.ca" on eBates and click on it (this is to get a 20% rebate)
4. Buy 2 copies of any game, for any console. Your total should be above $120. Click on checkout.
5. Add coupon for $10 (coupon code is SHOP10)
6. Add $25 one time sign up coupon
7. Click on "Pay Via Paypal"
8. When you log in to PayPal it will say "Special Offer" under funds. After you complete the purchase, a $25 credit will be added to your account.
Now if you've done everything correctly:
With PayPal promotion:
($120 - $10 from coupon - $25 from one time Shop.ca sign-up) + $10 tax - 20% ebate - $25 PayPal credit = $50/2 games = $25.00 per game!
* You do not need to have received an email from PayPal for this to work. The deal works for existing PayPal accounts.
Without PayPal promotion:
($120 - $10 from coupon - $25 from one time Shop.ca sign-up) + $10 tax - 20% ebate = $72/2 games = $38 per game! tax in & shipped!

If I remember correctly, before shop.ca accepted the paypal balance but now they only accept paypal with a credit card connected to it? I tried paying with my balance but it won't work.

updated with new games
I cant confirm this since i always have a card attach to my paypal account. perhaps the amount that you are trying to purchase is higher than your paypal balance? if that was the case, then paypal would require additional funds from elsewhere (a credit card).
