My question is: Target policy says that the Target coupon comes off BEFORE the price match, and then if the price of the product is still higher, they will do the PM. Is this not the case?

Yes that's supposed to be how it works but some stores don't follow/know this policy.

Royale Velour 8 roll is also on for $2.99 at Metro or $3.77 for 12 rolls at Sobeys - can be price matched to Target and use the $1 printable Target coupon.

Yeah thats exactly what the policy is. Every Target store I've been to follows this policy religiously so people shouldn't be upset if they can't get in on this deal as its not technically legit anyways, which is why I pressed the "expired thread" button.

I believe you can only use one on each of the toilet paper unit... maybe they have some coupon policy that can let you have more than one coupon per product...
