Target price match and coupon

I've been out the game for a while and looking into couponing again. If anyone can clarify the policy with Target since I never shopped there before, it would be greatly appreciated. I noticed that the policy states:

"Target coupons: Target coupons will be applied before the price match is made. If the competitor price is still lower than the price after the Target coupon has been deducted, the price match can be adjusted to match the competitor's price."

AND...

"Limit of four identical coupons per household, per day, unless otherwise noted on the coupon"

Based on experience, is that really the case? Or have any experienced exceptions in Toronto?
For example, i'm price matching a product at $1.99 but at Target it is at reg. price $3.99. Will that product be free if I have $2 Target coupon or will it cost me $1.99 since the price will be reduced before the price match?

Basically its one or the other target coupon or pricematch
BUT
Some stores will accept pm target and manufacturer as they sysyem does allow it

normally they take it off after, but it being a target coupon may have issues with the overage. they may say you cant use the 2 dollars cause the item is under really depends on the cashier you go to. GOOD LUCK!

And yes 4 like coupons per day
So if you have $3 wub2 herbal you can buy 8 and use 4 coupons
If you have $1 off you can buy 4 and use 4
