I'm fairly certain the more expensive face creams (like vichy) qualify - in my local store they are actually in the cosmetics section, with their own lighted cases. Cheaper ones like Life brand I'm not sure.
You should be able to use both coupons. I'd suggest doing the transaction at the cosmetics counter - they are usually not busy, and I find they are more willing to just try things out.

Pretty much anything in the boutique (if you're store has one) and anything along the cosmetic wall where Olay, Neutrogena, Simple etc is, are considered cosmetics.
