Yes, I believe they are only obligated to give you the first one as a SCOP, but apparently they don't know the policy very well - lucky you!

OP said all of the bottles had different UPC's on them. That would be how she got 22 of them free. Probably used the price scanner to check that they were all priced incorrectly therefore SCOP for all of them.
