I have been doing this for a while now, and I have over 1500 ebooks.

If you go to amazon.ca, select Books as your category. Then enter your genre in the search like, suspense, crime, mystery, romance, etc.
On the right side of page, sort by price low to high. You will see lots of free ebooks. Buy the book and it will be downloaded to your cloud.
Download the book from the cloud to your drive.
If you don't have a Kindle, use calibre to convert it to any format you want and then transfer them to you eReader. I have a Sony so I converted them to epub format.
Signup at bookbub.com and get emails notifying you of free or cheap ebooks.
