If the contest is legal in Quebec well yes then if you are living in Quebec at the time of course.

OP, you can only enter contests outside of Quebec if the rules indicate that residents of Quebec can enter. Your Regie has a rule about prizes more than $100 in value require a fee submitted to it in order that Quebec residents can participate. Many times, this is the reason that several contests exclude Quebec residents (in both Cdn and US contests).
So if the rules don't mention the Regie or that Quebec residents can enter, don't enter the contest. Esp. if a so-called international contest says it's open to everyone. The rules usually don't detail if the sponsor even knows about the Regie.2021-Bring on the sunshine, sweets & online shopping.
