I'm trying to find a couple extra top sheets that would fit a toddler bed(standard crib matress). I can find sets with a bottom sheet and pillow case or a four piece set with the sheet set, comforter and pillow case, but no single sheets.
I really don't want to have to buy a whole set just for a single sheet.

I am not sure there is such a thing. A toddler bed uses the same size sheets as a crib, and crib sheets only include the fitted sheet. Funny they wouldn't sell them separately if they sell them in a set.

I know! And a toddler bedding set on sale is more than what I paid for my full size queen set(plus the quality is terrible I've had to reset everything in her set multiple times and its not even a year old yet).
Guess she either needs to learn to not to hit the top sheet when she gets sick or I need to learn how to sew sheets lol.

What about just buying flat sheets for a single bed and wrapping it around the mattress, i.e. do hospital corners? The toddler will eventually move to a bigger bed, yes?

I do this myself. I have a king size flat sheet that I use as bottom sheet. I just make sure the corners are well done and tucked in. Never had a problem.

As Zonny said, I think only fitted sheets are available. How about if you buy some fabrics and make it yourself?
