Good article by Lorrie Goldstein. "Cap and trade is essentially a hidden tax on consumption. Since lower income earners, including seniors on fixed incomes, spend a larger proportion of their income on necessities, such as heating their homes in winter, cap and trade will disproportionately impact them in terms of costs. This even though their carbon footprints are relatively small because they consume less, tend to live in apartments as opposed to single family homes, take public transit as opposed to owning cars and do not engage in fossil-fuel intensive activities such as taking foreign vacations."

I agree as well, Shwa Girl. The rural poor are hit the hardest. It is not merely that hydro rates are so much higher in most rural areas (like mine) but also that cheap alternatives to using gas etc. are not as available. When you tell a bureaucrat/politician that people cannot afford to drive to work anymore, they say "then use public transit"...which is what they are trying to force you to do anyway. What public transit? No bus comes down my gravel road. No subway runs between the two closest towns of 900 and 1400 people respectively. People here have to drive in order to live. That or depend upon other people for the niceties of life, such as groceries.

*Update-I read the article in a past paper today (Friday's Star) and realized that the letter to editor complaint relates to the initial rebate (small) and that the full 8% provincial sales tax rebate will appear on Jan. bills.
Wynne reiterated that it is not acceptable for some Ontarians to be struggling so much with hydro bills, on which all ratepayers are now getting an 8-per-cent break through the waiving of the 8-per-cent provincial portion of the 13-per-cent HST.
That kicked in Jan. 1 and Thibeault said utility customers seeing only small rebates of the tax on their hydro bills so far this month should not think they’re being shortchanged.
“You’ll see a small portion on the bill if you got it a couple of days ago or last week, let’s say, because that bill was mostly for the month of December,” he told reporters earlier in the day.

My actual bill with a rebate isn't out yet but my predicted bill does show a rebate of $8.76 with HST at $14.23
It is important to remember that the rebate only covers hydro used in Jan+ so to get your bill now, it probably includes maybe 1 week of Jan use which explains the massive difference in the bill mentioned in the letter.
I know we are fairly frugal in our hydro use, and an apartment not a house but Wynne said it would save the average household $11 per month - $22 per bill given the billing cycle here. Mine is only $4.38/month so you have to wonder how much hydro people are using. The average hydro bill would need to be $280 or $140 month before tax.

They ended the Ontario Clean Energy Rebate on December 31, 2015, the last rebate was on the January bills. It was a 10% rebate which was in place for 5 years on Ontario electricity bills to help us deal with the cost increase of financing their new green energy scheme. So basically 10% was taken away and they've giving back 8%, so actually bills will be 2% more by the end of they year and more as rates have increased as well although the insert says there will be "'more' in your pocket each year?"

Ontario’s cancelled pension plan cost $70 million before a single penny of contributions was collected. $8 million on marketing alone! The province is giving the all clear to as much as $8 million in proposed pay hikes for 80 executives at Ontario Power Generation by the end of the decade. This includes up to $3.8 million a year for its chief executive.
Just days after the government sent community colleges back to the drawing board on their plans to raise presidents’ salaries as much as 50 per cent, Energy Minister Glen Thibeault’s office said pay hikes at OPG can be justified.
It’s crucial to retain and attract top international talent to bring the $12.8-billion refurbishment of the Darlington nuclear power plant near Oshawa in on time and on budget.
“The safe operation of Ontario’s large nuclear generating stations requires technical experts of the highest standard,” Thibeault’s office said in a statement Tuesday.
“Ontario Power Generation is the only public sector organization in Canada that requires the commercial and technical expertise necessary to safely operate nuclear power stations.”

Interesting note on my hydro bill, they have done away with deposits for residential customers. Not sure if this is mandated or part of the merger to Alectra

Hydro was big news on Parliament Hill today
Ontario election is in June
Progressive Conservative Leader Patrick Brown, who leads Wynne in public-opinion polls, said the Liberals are only taking action because an election is set for June 7, 2018.
“With the new session beginning, we’re seeing an out-of-touch, self-interested Liberal government that’s desperate to cling to power,” Brown said in an email on Friday.
“For 13 years this government has created an affordability crisis in our province. They’ve driven up hydro rates, slashed health care services, and made Ontario an uncompetitive place to do business,” he said.
Repeating his party’s mantra — and a possible campaign slogan for an election that is 67 weeks away — Brown stressed “life’s harder and more unaffordable under the Wynne Liberals.
