Can one of you lovely Points experts tell me if I got 20x or not? I am confused by this receipt.

No, you didn't receive 20x, even though your 510 regular points indicates that your subtotal was $51.xx before deducting your coupons. If you received 20x, it would appear as part of the in-store BP on the receipt. 510 x 20 - 510 = 9690. The in-store BP should be at least 9690 if you did receive 20x. Your 5891 in-store BP is from in-store product BP.

Looks like that SDM still has old cash register system. If it was new, you would get 20X

Exactly. They gave you your personal offer instead of the 20X in-store offer. Call them and have it fixed. Should be no problem.
(this is why I try to never add those offers to my card if I am going for the 20x event or 18,500 wus $75 event. Too much room for error lol)
