For those of you in Quebec, I had looked this up a while back - when there are freebies and contests not allowed in Quebec.

After reading through translations of the provincial regulations, I sure wouldn't blame the companies - I think it's because the provincial laws are so extremely rigorous, that it's no wonder they just give it a miss and exclude Quebec. I would imagine Quebec put in such strict regulations with the best of intentions - to protect its residents - but I think it's backfired.
