About 4 years ago I busted a well dressed man stealing from a Value Village donation bin. I phoned the police and they caught and charged him.

last week - saw an older person maybe 40ish - walk, drink a red bull and then put it down and walked out. I thought they had security cameras ....

That's a common misperception of how effective cameras really are. The fact is that security cameras dont catch people. They only record events. Most of the time no one is watching the displays, even in the larger stores, but more especially in a smaller store like a dollar store. He has to be caught in the act. The surveillance video is just evidence to prove the crime after the fact so they can effectively prosecute.
Even if they notice something is missing after the fact, it's pretty much pointless to even bother to scan through hours of footage. Unless it's something of great value, and unless they can assure they know within a short time frame when it went missing, they cant even effectively scan the footage either. So really, the thief pretty much has to be caught in the act. The video is just evidence that proves he did it.

Have also been told by my friend at SDM the shoplifter has to physically leave the store before they can confront them.

They have to be out the door, with the item before they have actually shoplifted. Technically you could put anything from a store in your bag/backpack/stroller and no one from security or loss prevention can stop to question you until you've left store property. They also have to witness you actually taking the item, and leaving the store with it. My brother has done security for stores for 10 years and he always said for every person he caught shoplifting, 9 more would get away with it because of little technicalities or because stores do not have enough security to watch everyone.

Police here are catching people at least once a week taking out cartloads of food. Not crap but things like butter, bread , milk , diapers........and it's getting worse from the last time I posted about this. People in my area are getting desperate. Oil patch friends of ours have 3 little girls and a power guy showed up one morning to cut off the power. It's REALLY BAD out here in Alberta.we need this Pipeline East to go thru Or have ALL the Equalization payment $$$$$$ to be given back to Alberta. We could use it.
