I think the key is to just state the facts.

"We agreed on such a such trade and i wanted to let you know this is what I received."
Than see what they say.
i know if it is someone I have traded with before they will often say just add something extra next time we trade.
I think you can base your feedback on their response.

I know it is quite frustrating to not receive what someone has a agreed to send you.

Honestly, I could care less about nickel-and-diming here. For the few handful I've traded with so far they'll tell you I don't care much for $$$ value, hence all the extras they've received. My concern was for the trader(s) coming after me. If the trade wasn't 100% isn't it an incredible disservice to others to report it as 100%? But let's be fair, here, I haven't contacted either trader yet so they haven't had a chance to respond, and to be perfectly honest, $2 out on both trades isn't worth the time I've put into fretting over this!

As trade mod, a lot of working out who is in the right is about how they respond when you let them know. In many cases, it is a mistake, and they offer to fix it and using a stamp for 1-2 coupons isn't really worth it and they work it out with PINs or a new trade.
The issue with not telling people who may be doing it on purpose and getting away with it is they do it with a few extra coupons each time.

OK, looking for your input...how long would you wait before contact the trader about undelivered trade? I recently traded with a fantastic trader, I traded with her before, she has 100% trading score...I just lost a little bit, I know she'll always send her end...but unfortunately, from my personal experience, sometimes people with 200+ positive trades one day, changed their minds...

Wait 2 weeks and ask when they sent it (maybe they waited a week etc)
Considered lost after a month
