Yes. But also, it's an interactive toy that cats love and requires minimum effort on part of cat owner. Some cats go bonkers over it, some cats retain some dignity, and in the case of my old fatboys, some cats don't even look at it :) I think if the cats go into a scary frenzy or act sketchy, they probably shouldn't be allowed to play with it. Some cats chase it until they pant and wobble and fall over! Crazy.
