The cashier sent someone to verify, and he came back and said that the tag says $6.97. The cashier didn't know how to do SCOP, so she called over another cashier (who also didn't know). I tried to tell them how they've done it for me in the past, but the cashier just snapped,"Yeah, relax, you're gonna get it for free." :( In the end, she told me to pay the tax on $9.99, as I only get $10 off the item, "and we have it posted on all the registers, so you can go and check." In the end I left it, because I didn't think they were applying SCOP properly, but also for the unnecessary attitude. I called the manager, but he wasn't helpful. It's too bad some stores have signed on to this policy and yet don't know what it is or how to enforce it.
