Wow you've got a lot of computer issues huh?
Anyway the short and quick answer is:
1. Purchase a copy of XP
2. Backup any data you have on your PC (i.e. to an external USB drive)
3. Pop in the XP disc and boot off of the disc (you'll be prompted by the computer if you want to boot from CD)
4. You'll get a screen asking if you want to delete the partition. Hit yes and then keep going.
5. Once done reinstall your programs and copy your data back
