The Pizza Pizza card requires user to register his/her card and then you can see the balance on it. Same thing goes for the Subway card you get for the Chiptrips.ca promo. If you don't register, you won't see the value of the card, thus "0" balance.
When I gave my PizzaPizza gc away, I made sure to tell my friend to register it. I cannot see all of Canada going wild about having to register all gift cards online prior to purchase but I guess that is how merchants are willing to "lock" someone's value on the card in case it gets used by someone else. What happened to cards that are ready to go to use? The McDonald's one is easy to look up online without registering.
