Angel, I suppose it depends how many issues each subscription is for - 'one year' can be different for different magazines.

To me it looks like a bonus of some sort but you are right they tend to add things along and then expect you to pay for it. I would contact the magazine itself their subscription dept (Im sure they have an email or something in the magazine) and get them to clarify this for you.
Oh wait it says 12 issues? Perhaps that magazine is bi-monthly so there is only 6 issues a year and that is why it is for 2 years? Just a thought :)
