Just heard about this...I don't know if it includes Canada but better safe than sorry:
"About 2 million baby strollers sold before 2008 at major retailers across the country are being recalled because four infants died of strangulation after becoming trapped in the leg opening under the tray.
Graco Children's Products Inc. announced the voluntary recall of the Quattro Tour and MetroLite strollers Wednesday. The strollers were sold mostly at AAFES, Babies R Us, Burlington Coat Factory, Fred Meyer, Kmart, Meijers, Navy Exchange, Sears, Target and Walmart between November 2000 and December 2007.
The U.S. Consumer Product Safety Commision (CPSC) and Graco issued the alert after receiving reports of four infant strangulation deaths, five infants receiving cuts and bruises and one infant having difficulty breathing."

www.gracobaby.com has all of the info needed if you have one of the older strollers. It tells you how to order a repair kit. It is in the recall section. I was able to type in my model and manufacter date to find that our stroller is just fine- no kit needed.
