Graduated licence.
In Ontario, the politicians a few years back changed the way one gets a drivers licence. It used to be a written test, which gave you a permit that lasted for a year. Then sometime before it expired, you had to go for a road test & if you passed, you had your licence. Now, you have to get your licence in stages. The first road test (when you pass) only lets you drive in limited capacity. You then have to pass a second test that allows you to drive on the highway.
Don't know that much about it, since I got my licence in the last century. My test was fairly easy compared to now, at least time wise. Not as easy as my Dad's though. In 1950`s, he was a new immigrant who didn`t speak English terribly well, so they drew a diagram of an intersection & had him show with a couple of Matchbox cars how to drive on the street.
