Unhappy day at my IDA

I just recently moved and this was going to be my first time ever using coupons in my new (small, well actually, teeny tiny) town (after coming from a city ). I went to my local IDA (assuming most of you know is a Rexall branch) with my Nature Valley, PG save $9 wub 3, and Sensodyne coupons to get some great deals from the sale. (Nature Valley $1.99, Secret deoderant $3.49, Sensodyne $3.99 ) The cashier first rang in one Nature Valley and took the off the coupon and I noticed my total was at $2.99, should be $1. So right away asking "aren't those supposed to be on sale?" She tells me "yes" and continues to ring in the rest of my stuff. The total was already over $30 when it should have been less than $5.
Hold on lady!!
After much discussion and debating, to make an even longer story short ,here is what i got: "When you use a coupon it is taken off the original price, not the sale price"
I have never had this experience before! I have used coupons on sale items several times at main Rexall stores. The cashier even said that she believes ALL stores, including Walmart, are the same way!!! I asked her politely to double check with someone else, and they said the same thing, that is their policy. Here goes my letter to head office?? Anyone else had the same experience??
Needless to say, here I go planning my trip to the city.
