FPC tax free in Ontario, anywhere else?

Tired of my Walmart charging me tax on FPC. On the 24th I got charged tax and now today again. I have called Walmart, written Walmart and nothing is being done.

Sometimes it specifically says on your coupon that tax is included so you need to point this out or check out at customer service where they tend to know more.

I am almost always charged tax because a lot of coupons say taxes are subjected to provincial law, or something similar. I try to explain that our provincial law is that we don't pay tax on FPC but they don't believe me and they interpret the coupon to mean we have to pay tax because we pay taxes in our province.
