I'm saying there were no locals left to panic and there was nothing to panic about since nearly everything and everybody was washed out to sea. Tokyo was far off from the devastation. Discipline had very little to do with their so called calm demeanor. I didn't see any calm demeanor during the earthquake but I did see some people helping each other get to safer areas and not run around like chickens with no heads. But calm demeanor , no. I saw losts of yelling, scrambling and pointing. If you call no sheer panic as calm demeanor then fine, your right. It was more of confidence in their own technology to have buildings to withstand the earthquakes. They have had so many earthquakes and have prepared for them so extensively that it was second nature to them.
