I lived in london for 7 years(until March 2009), and that coupon book was always available in the London Free Press.

SmartSource coupons in London come with your flyers I get my on Thursday or Friday but it should be there

In Windsor, the Redplum, P&G and Smart Source flyers all come in the Windsor Star on certain Saturdays - see the link couponfreak posted for the dates. It's not always in the paper you can buy at stores, so if you don't get it delivered, check at the store before you buy.
