Why can I not see the icon for giving a rep? I would like to, but it is missing.

i get that message all the time LOL
they just want you to give rep to some more other people before you give to the same person again...i think its so people cant cheat the system and only give rep excessively to people they are friends with

How much do you have to "spread around" before you are allowed to give rep to the same person again? (eww....that sounded vaguely dirty).

+1, I find that I have to give it to like 10-20 people before giving back to the same, maybe even more.
