Some of the personal care item coupons come through the Smart Source type of coupon inserts or Save site. A few of the food item coupons I recognize as having come through Robin Hood holiday baking book or maybe the Milk Calendar.

Don't recall these items on store tear pads unless Fortino's aka Loblaws store chain has its own store coupons for those items near the cart area.

Ontario grocery industry puts out the GIFT coupons in Feb./March--that is about the biggest tear pad role-out in Ontario stores then they disappear. I don't see many of the red coupon dispensers with blinking red lights anymore in the aisles (did the dispensers jump the shark or what?).
