I'll share some of my experiences...
Best time to go out depends on when the blue bins are usually picked up. Our recycling people can come any time on recycling day, from really early in the morning to 4 p.m. - a lot of people in my area put their bins out at night, to be safe! I usually do a walk in the later evening to scope out the bins. I'll sometimes also do a quick look in the morning if it looks like more bins are out.
I usually walk by the bins and don't poke around unless it looks like there is paper in there - flyers or newspapers are a big for me, but I'll also check out cereal boxes and the like.
Took my dog once and it was awful! He barked at all the other dogs and generally caused a ruckus! I now only take him if my husband is coming too. He handles the dog and stands watch while I dig!
Haven't ever been asked what the H I am doing, but if anyone ever did ask, I'd just say looking for coupons. Apparently one older lady was peering out her door at me last time, but must have decided I was harmless as she didn't say anything! Lol!
If you are looking in bigger bins or recycling depots, lots of people are getting those grabby things from Dollar store to extend their reach.
Hope this helps and happy coupon liberating!!!

I would wear or bring gloves with you so you don't get poked or dirty, handsanitizer incase you touch something yucky, a bag of some kind to put your finds in maybe a reusable bag because most can stand on their own and won't tip over and dump your stuff, flashlight or headlight to see of it's dark outside, preplanned route so you know where you are going if not familiar with the area, a wagon or stroller to put the stuff in if it's a long walk so your arms don't get sore, and a bottle of water incase you get thirsty
You know you love me xoxo Gossip Girl
