Curious about posting train wishlist why....

Why do some conductors wait until the train is FULL to post wishlists ?

I'm curious because, knowing I have at least 50% french coupons... I tend to watch a train thread to see, who's joining and whether they accept French coupons.... even if only half the riders accept them, this way I know I'll have PLENTY to go around. It's sad to try and catch a train only to find out once it's full that some of the riders would've accepted them.

(I'm aware there's a french trains.. here and there.) This isn't meant as a criticism... I'd really like to know the logic behind waiting until it's full.
