bahahaha thats totally us. We are not neigbour friendly. They lost that chance when they called the town because they didn't like how our eavestroughs were. lol, good for you. She will never learn if she knows there's always someone else she can rely on to let her in. Let her wait until her mom comes home. You said that they have a sun room...so it's not even that bad. I agree with others; give them their key back. Maybe she'll get fed up with being locked out and make her mother hide a key or even start remembering to bring it with her.
She's SIXTEEN for goodness sakes... time to learn how to be responsible. I had a house key since I was 11!
I'm surprised her mother is okay with her forgetting and losing so many keys.. I know my parents would have is totally peeved off and changed the locks! I once forgot my keys at home and was left sitting outside in the rain for 2 hours. I learnt my lesson fast. :D
