I don't know where in town you are, but check out some of the programs at your local community centre. Some cost money, but there are often subsidized spots available if you qualify. Community groups also sometimes offer free programs. Check your local community health centre as well... they offer lots of stuff for free, especially for moms and babies
Ottawa's also a great place for getting outside. If you live close, going out to play in the NCC parks is an awesome way to spend an afternoon.
Most museums offer free admissions on certain days at certain times - the Canadian Museum of Nature offers (or used to when I worked there at least) free Saturday mornings; it's a great place for kids. Check the website to see if this is still the right time. The other museums offer similar deals. A few hours in normally about enough for the little ones anyways!
There's lots more things to do; just keep asking around and I'm sure you'll find lots

also, Baby time at certain libraries, usually 10 am for 30 minutes. its fun.
