If the store accepts printable coupons you can print them at livingwell.ca they are for $5.00 off so $2.47 would be a good deal! Living well released that you are now allowed to print as many as you'd like as well =) I selected QC to make sure and it is there
    Hope this helps!

It may have something to do with special laws in Quebec that aim to "protect the consumer" but are actually to keep money in Quebec. If there is a like product made in Quebec or by a Quebec owned company then that will have the better advertizing and sales, allowing more consumer money to stay in Quebec. It's the reason why so many sweeps stakes and conests aren't valid in Quebec, and why the Hamberger Helper has an alternative option for the free veggy coupons (that canned veggy is made in Quebec).
I read that any company outside Quebec wanting to hold a contest/giveaway has so much red tape to deal with it's not worth the work to allow residents the chance to win. Things like:
Register the sweepstakes rules and all advertisements used to promote the contest with the Quebec government at least 30 days ahead of the sweepstake's launch.
Pay a fee of up to 10% of the sweepstake's value, depending on who is allowed to enter.
Agree to allow the government of Quebec to mediate any lawsuits arising from the contest.
Follow strict guidelines about the contents of the sweepstakes rules.
Allow the Quebec government to determine if the sweepstake may be changed or canceled once it has started.
File a written report after the contest has concluded, attesting that the prizes have been delivered or attempted to be delivered.
Agree to follow a number of other rules and guidelines.
Lots of States have the same policy regarding contests, I'm not sure about regional/state limiting coupon usage, though.

Does it says not not valid in Quebec or not valid in Quebec to be sold by a pharmacist?

And yes, definitely use the printable.

Edit: tried to trade for some and was told the same thing
