Should I be worried about not receiving a trade rating when I know they got theirs?

Just wondering about receiving and giving trade ratings. There's been a couple of cases where I was worried about people receiving their envies on time, so I sent it by XpressPost through Canada Post.

Since I was able to track it, I know when they received it successfully. I've since gotten my envies from these people as well and given them trade ratings, so should I be worried that I haven't been given trade ratings from them yet, even though I know they received them?

Sometimes people forget to leave TR's. Have you tried PMing them or writing a message on their wall to ask them if they can leave a rating?

A lot of people say TR's are optional on here, but I feel like they should be a giving. It should be common courtesy for people to leave them, but that's just how I feel.
