I don't think they can randomly change the rules of what is clearly printed on the coupon. That's a bait and switch and is illegal. Here's info from the government http://www.competitionbureau.gc.ca/eic/site/cb-bc.nsf/eng/00258.html.
A quote from their site:
"You are attracted to a store by an advertisement for a bargain-priced product. Once inside, you discover that the product that was advertised, the "bait," is sold out or otherwise not available. I dont know if anyone has asked or answered this yet, but are they accepting manufacturer coupons with this coupon? I want to pick up the Huggies diapers that are on sale tomorrow, and have a $3 coupon to go with it...

I just got back from the 2 Guelph Ontario locations - they are no longer accepting the 50% off coupon on sale items - it can only be used towards regular priced merchandise. Just when my faith was returning in Zellers they managed to smash it to bits again.

50% off a reguilar price item is still a good deal
I'm guessing too many people used multiple coupons and runied the deal for everyone

Just got back from the Pen Centre Zellers in St.Catharines....they have pulled the ad and submitted on every register that the 50% is only good on regular priced items not INCLUDING those on sale.....Overheard the Mgr speaking to his reps on the floor,,however i think if you kick and scream a little that the ad says differently...you might still be able to get away with it (only upon approval by the store manager) Good Luck ....Still got my 50% off the much needed Razor Blades and Oral B Replacement Brushes...they werent on sale but still saved $40

Just got back from Zellers in Ajax, my DH used the coupon with the 7 drawer storage shelf, regular $29.99 on sale for $17.99 minus 50% off coupon paid $8.95 plus tax.
I used the coupon to buy a shoe rack, also picked up the shoes boxes that were on sale and my cashier asked which one I wanted to apply the coupon to.Couponing Since 2011

So I guess SC is an unauthorised source...Jeezz.. But how do they know we got it here... the coupon says that the only reason why they could refuse it if if they thinks is been altered or forged.. So they can't just pull the coupon for any other reasons...

in addition.. i think they just assume that most ppl usually only shop at zellers once.. either a week..or day.. so therefore most ppl are customers ONCE.. you come in get your stuff.. leave. dont' come back til the next flyer etc..

i went to zellers in georgetown, they've made the change and are not accepting the coupon on sale prices only reg.
had i shopped yesterday i'd have saved $35 on my storage bench. it's still a good deal all the same was reg $139 and was down 50% already to $69...we've saved so much money on other deals this year hubby said i could have this treat even at "reg/sale" price. i used my 50% coupon on training pants for dd...saved $8! and used a gc from a prior promo so still happy regardless of the change. wtg for those who shopped early and scored your amazing deals!

There's no clause saying they can change it that I can see. There's no "E&OE" clause on the coupon either - they should abide by the stated terms accordingly.
They're not "pressuring" anyone to buy something at a higher price, true, but they're certainly guilty of leading consumers to believe that they will be able to purchase something already on sale at an additional 50% off (subject to the electronics, etc., stated exclusions).
