Doesn't it just waste more time at the checkout when the customer, without knowing beforehand, scratches a $100 card and they only have $5 worth of stuff and are told to go back and get more stuff to put them over the $100 level then line-up again at the checkout to be processed again? If the store or customers have problems with lineups then why didn't they spread this over 3 days, Fri-Sun like other times?
