It's a tab not shown on the page - click the number 6 that shows up over the tabs and it will be the very last one, third row

If you cant find the tab now this is why ;
Garnier just replied to an email I sent and they have NOT officially started the giveaway!! An outside source leaked the info and that is why they have removed the tab from their page!!

While the application was made live for testing purposes, we had to remove it temporarily to fix some bugs that were occurring, due to high demand.
