I'm sorry that you and your employer have had such a difficult time with "extreme" couponers!
(What constitutes as extreme anyways?)
I consider myself to be an ethical couponer (I don't clear shelves, take excessive coupons, I'm nice to my cashiers, who in return are nice back!), but I will say that no matter what limit or policies stores put out, greedy couponers will unfortunately always be..greedy!
So, there's a 5 per person product limit and a 5 coupon per purchase limit on it. They could simply bring their entire family of 5 and get 25 of the item with the use of matching coupons. Or if they cash out, leave the store and return to another cashier to cash out...what's the store going to do? Is your store seriously going to deny their purchases? Loose the reimbursement and money of the manufacturer and customer? Ask for ID to make sure someone doesn't go over the limit per day? Perhaps even cause a scene? ..&c. lol
(I'm not being aggressive. I'm just stating the truth and asking honest questions!)
I think what matters is...the coupon being used on the correct item, that it isn't expired or fake.
The manufacturer will reimburse the coupon value plus a handling fee for good coupons!
If the manufacturers decides to print that the coupon excludes trail size or print more restrictions, then so be it.
Shoppers and cashiers: follow what the manufacturer states on the coupon and Walmart will be reimbursed.
As for shelf clearing, either one person clears it all or 2, 3 or 5 do if it's a hot item.
If it's gone, its gone! The best thing to do is..
1. ask a Walmart employee to check if they have anymore in the back
2. ask for a rain-check!
3. for Walmart to keep hot items stocked in the warehouse and on the shelves
Please don't judge people by their purchases (with coupons or not).
What if they're getting the 50 bottles of BBQ sauce to use at a school fundraiser?
What if they have a family of 10, on a tight budget and will actually use the 50 bottles of sauce over the summer/year?
I wish you'd tell us what Walmart you work at, so we know that these are the store's new "policies".
