Yes, the economy has changed. However, in the worst days of the US recession, a handful of companies reported profits each year. One was Walmart. Walmart has not suffered as other companies. Walmart is opening new stores, in place of Zellers (except Target stores). Walmart can afford to provide decent sales on their anniversary. They chose not to.

i just read the barbie coupons, it didn't mention "only one coupon per purchase" anyone think we can stack the coupons??
