1. Confirmed their email address.
2. Added a bank account.

I think it should work by adding CC unless paypal change the rule.

I have android phone and when I login to the mobile version of the website - I find it in Special offers.

Also, Trial Pay and other offer walls have these listed for Iphone or andriod. If you are using your laptop for the offer, it usually sends link to your email that you can access from your phone. Click - Install - and get SBs. :)

side note that if you do add a bank account you can cash the paypal out for cash in your account and spend it on anything. I have had less issues with my paypal account in the many years I have had one than my debit card which the bank replaces on a regular basis because it may be compromised
