I don't know if I would invest too much time or money in purchasing a tour from a company. You could just drive yourself to the wineries. Most of them are all on the same street. If you do want to go on a tour, there are several that are based in N-O-T-L. I would recommend one that includes Jackson Triggs, Peller Estates, Hillebrand, and Pillitteri. Another really good winery and restaurant is Ravine Winery. Some of the restaurants really just serve to highlight the wine, but Ravine has a fantastic chef and the food is just as good as the wine.

What if OP doesn't drive? Perhaps that is why they wanted a tour from Toronto...

Check out Niagara Fun Tours for some good Niagara area tours.
You can always take the Go Train/Go Bus from Toronto to Niagara Falls as well. Return ticket is around $35 for an adult.DANGER
