"NOT TO BE USED WITH ANOTHER OFFER" - question

Hello dear couponers,'

I have come across the issue of some stores starting to deny the use of coupons on sale items or clerance ... due to the legened on the coupons

"NOT TO BE USED WITH ANOTHER OFFER"
"CANNOT BE COMBINED WITH ANY OTHER OFFER"
"NOT VALID IN COMBINATION WITH ANY OTHER COUPONE, REBATE OR OFFER"

So my question is what would it be the definition of OFFER on this terms and coupons.

Is this the way for the Manufacturere to say that the product needs to be bought at regular price??

Some coupons clearly states that can't be combined with other coupons or that it has to be bought a regular price ..

I havent had any problems with those types of coupons before. I hope the retailers dont get too picky with that.

the only place that had this problem was Rexall, which I never went back there no more....

I've also had problems with Longo's and this wording too... but Rexall agreed... some of there clearance is just too tempting even without a coupon! Cashiers will just snark and read that over and over.... I'm not a criminal i'm just trying to use my coupons :(

What i dont get is, How does a manufacturer know if you used a coupon on a sale price or not?? The store mails in coupons not the receipts with the coupons....

thats true .. is just has been a bit more wierd lately ..
