I actually think that it's not random but that distribution is based on demographics and on all the market research that is continually going on. Lots of money gets poured into marketing stats and profiling.

I think you're absolutely right, DianneS. My mother lives in Victoria and she always brings over her inserts for me and while there are some things that are the same there are a lot of ads in there that cater to elderly people (Victoria having a high %age of elderly residents) for things like easy bathtubs, chair lifts, etc. that aren't in the Vancouver inserts.
