There have been very little in the way of changes to Virgin etc when they were taken over by the big 3, but Rogers have been turned down for buying out small companies in the past due to competition rules so it may not even go through. From what I heard, the Verizon deal is the one more likely to go through and more competition is not a bad thing.

Either way, I think Wind40 is a better deal than the back to school one, you are paying for out of province calls plus an extra $100 for your phone (esp going to school where you make new friends who go home out of province and miss your old friends who just moved out of province)
