No. November 2014, Walmart Canada sent out a new reference chart for ad matching to the stores, ending the Canada-wide ad matching that had been going on for a year. Policy is, always was, and remains, local. However, majority of the stores may ad match province-wide, therefore, best to check with the one you're shopping at as to what their ad matching is.
