I used to have this problem too. I realized two things. Firstly, I was buying cheap eye liner and the quality just wasn't there. Secondly, I would use moisturizer under my eyes and this would also cause my eye liner to bleed. Now I make sure to let the moisturizer dry fully before using my eye liner. I also only use clinique eye liner now. It's not water proof but didn't bleed and I've been using it for years now.

i use teal and aqua together....and both work fine ......they don't have the same texture...teal is dry and aqua is creamy that makes me running out of the aqua faster than the teal....i spend +- 2 aqua for 1 teal

I use primer like urban decay on lids and just under my lower eyelid. i then tap concealer on my lids and lower eyelid, set with loose powder and then apply eye shadow, then use a gel based liner using the bobbi brown gel liner brush to get an accurate line.

cheap eyeliners do not necessarily smudge/bleed . I have bought some expensive gel liners and they tend to smudge as well. Like BMC said, setting it with loose powder will help! Thats what i usually do, and i make sure to have some primer on my eyelid and set my under eye with setting powder as well! Works for me!
Of course liquid eyeliner never does this but I just prefer gel liners, more natural looking at times and usually more cost effective
