PM announces support for NATO Security Initiatives in Ukraine and Eastern Europe

Prime Minister Stephen Harper today announced that Canada will be providing support for two initiatives that will help Ukraine as well as NATO allies counter the threat posed by Russia’s militarism in the region.
Support will be provided through the NATO Trust Funds, with a focus on building up Ukrainian command and control and communications and computer capabilities to assist in improving personnel management systems and reform logistics and standardization within the Armed Forces.
In addition, the three NATO Centres of Excellence in the Baltic region – Cyber Security, Energy Security and Strategic Communications – will each receive support to help Baltic States strengthen the regional framework for addressing the crisis situation.

“The Canadian support being provided for NATO initiatives today will help Ukrainians better defend themselves against the Russian threat and strengthen the ability of NATO Centres of Excellence in the region to better address regional security challenges related to energy, communications and cyber defence.”
The NATO Strategic Communications Centre of Excellence is located in Riga, Latvia; the NATO Energy Security Centre of Excellence is located in Vilnius, Lithuania; and the NATO Cooperative Cyber Defence Centre of Excellence is located in Tallinn, Estonia.
Since the onset of the crisis in Ukraine, Canada has participated in a military observer mission of the Organization for Security and Co-operation in Europe that will report on military activities in Ukraine, has deployed six CF-18 fighter aircrafts and up to 20 staff officers to the Supreme Headquarters Allied Powers in Europe to assist NATO planning efforts, and committed the HMCS Toronto to NATO Standing Maritime Forces to further demonstrate support for Alliance solidarity. In addition, Canadian Army soldiers took part in Exercise ORZEL ALERT in Swidwin, Poland, from May 5 to 9, 2014, as part of NATO reassurance measures in Central and Eastern Europe. On August 7, 2014, Canada also provided important non-lethal security assistance to Ukraine, which will help the country secure its eastern border against Russian aggression.

Ukraine’s President Petro Poroshenko reported on the practical and financial support NATO will provide for Ukraine at a briefing after the Ukraine-NATO commission meeting at the NATO summit in Wales, September 4, reports Espreso.TV
“After today’s NATO summit very serious financial support has been declared. Countries have committed themselves to funding four trust funds designed to support Ukrainian security. In particular, it is a question of improving logistics, the chain of command, improving communications and the cyber protection of Ukraine. Specific countries have assumed the responsibility for coordinating these funds. All participants at today’s summit without exception have assumed the responsibility for providing the funding ,” Poroshenko said.
Additionally, Poroshenko said Ukraine expects help in the military-technical sphere within the framework of cooperation with the NATO countries.
“In fact, each country has stated its support for Ukraine as a result of today’s summit. First of all, this applies to aid in military-technical cooperation, including precision weapons. The sphere of our cooperation with NATO member countries is very broad. In the final resolution, there will be language promoting bilateral cooperation, including in the military-technical sphere,” he said.
“Individual countries have promised to provide rehabilitation support for wounded Ukrainian soldiers. Other countries have pledged to supply medical equipment and medicines, ” he added.
Poroshenko did not specify what countries agreed to provide military assistance. However, according to several sources, he held meetings Thursday, September 4, with leaders of the United States, Germany, France, Italy, United Kingdom and Canada.

At least 900 soldiers killed in Russia’s war against Ukraine
Some 837 Ukrainian servicemen have been killed and 3,044 wounded during the start of Russian invasion in mid-April, according to official figures. The Kyiv Post count is higher and goes for 900 killed Ukrainian troopers.
The bloodiest day for Ukrainian army came on Aug. 29 when more than 100 people, mostly the members of volunteer battalions, were killed in corridor offered by Russian troops near Ilovaisk in Donetsk Oblast.

Nato Members to Provide Precision-Guided Weapons to Ukraine
Nato member states are to provide Ukraine with precision-guided weapons, both lethal and non-lethal, which will be available to the country within 36 hours.
While the details are as yet unreleased, Ukrainian President Petro Poroshenko confirmed that "it concerns aid in military-technical cooperation, as lethal and non-lethal weapons, including precision guided weapons".
The weapons will be provided on a bilateral basis, with Nato keen to stress that they do not have the capacity or wherewithal to provide arms.
The organisation will, however, provide support on cyber defence, logistics, command control and communications, rehabilitation of injured soldiers and advice over defence reform. It will also provide €15m in funding to Ukraine, for the modernisation of its military, Secretary General Anders Fogh Rasmussen confirmed.
Leaders of the 28 member countries convened with Poroshenko on Thursday afternoon (September 4), offering him financial support as well as military assistance, he told a press conference marking the end of the first day of the Nato Summit 2014.
"A friend in need is a friend indeed," said Poroshenko, adding: "I have never felt such strong support from all the leaders of the countries, heads of governments and representatives of the people of the Nato member states. It is definitely a landmark event, the highest level in the 20-year partnership between Ukraine and Nato."
- Peace talks -
The news comes despite the fact that trilateral peace talks are due to kick off in Minsk, Belarus tomorrow (September 5). Poroshenko said earlier in the summit that if the talks were confirmed, he would call a "permanent ceasefire" at 2pm (local time) in East Ukraine on September 5, following a phone-call with Russian President Vladimir Putin earlier in the week.
Poroshenko said he is "cautiously optimistic" about the talks in Minsk, adding that Ukraine is "fighting for peace" and security "which has been brutally undermined by Russian aggression".

Ukraine and pro-Russia rebels sign ceasefire deal
The Ukrainian government and pro-Russian rebels have signed a truce deal to end almost five months of fighting.
The two sides, meeting in Belarusian capital Minsk, agreed to stop firing at 15:00 GMT. However, the rebels said the truce had not changed their policy of advocating separation from Ukraine.

The talks in Minsk were brokered by the Organization for Security and Cooperation in Europe (OSCE), and involved a former Ukrainian president, leaders of the pro-Russian rebels, and a Russian delegate.
Both sides agreed to stop fighting, and the OSCE said it would monitor the ceasefire.
President Petro Poroshenko said the ceasefire was based on a 12-point peace plan that included the release of "hostages", which he said would probably happen on Saturday.
"It is very important that this ceasefire lasts long, and during this ceasefire we continue the political dialogue to bring peace and stability," he said.
Russian President Vladimir Putin had been told of the plan during a phone call, he added.

"The entire world longs for peace, the whole of Ukraine longs for peace, including millions of residents of (rebel-held) Donbass," Ukrainian President Petro Poroshenko said in a written statement.
"Human life is the highest value. We must do everything possible and impossible to end the bloodshed and put an end to people's suffering," he said, adding that he had ordered his armed forces to cease hostilities at 6 p.m. (1500 GMT).
The terms of the deal were not immediately known but the sides indicated this week that a humanitarian corridor would be created for refugees and aid, a prisoner exchange would take place, and rebuilding work would begin in conflict areas.

NATO approves rapid response force to counter Russian threat
NEWPORT – Seeking to counter Russian aggression, NATO leaders – including Canada – approved plans Friday to post several thousand troops in Eastern Europe who could quickly mobilize if an alliance country in the region were to come under attack.
NATO Secretary General Anders Fogh Rasmussen said the new unit would send a clear message to potential aggressors, namely Russia.
“Should you even think of attacking one ally, you will be facing the whole alliance,” he declared as a two-day NATO summit in southern Wales, attended by leaders including Prime Minister Stephen Harper, drew to a close.

Ten Ukrainian soldiers released; 30 from group still in captivity
Ten Ukrainian soldiers arrived in Kyiv after their release from captivity, which was made possible thanks to the work of the negotiating team of Colonel-General Vladimir Ruban and community activist Ruslana Lyzhychko.
According to Ruban, the opposing side proposed that they themselves choose eight prisoners out of a total of 40, and leave the rest in captivity. However, the soldiers freed the negotiators from this difficult choice by making it themselves. First, they exempted the officers [from being chosen], then elected the youngest among the soldiers and those who have children.
Through her participation, Lyzhychko managed to get an additional two people included in the release, although the initial agreement on the exchange was eight to eight.

The protest act against Russia’s aggression in Ukraine gathered hundreds of people. Ten minutes before the official beginning, there were already nearly 50 people gathered outside the embassy. Within 15 minutes the square near the Congress Hall ended up filled with protesters.

Ceasefire broken
Ukraine’s fragile ceasefire appeared to be in danger late Saturday, slightly more than 24 hours after it took hold, as witnesses reported renewed fighting near the key government-held city of Mariupol. Arsen Avakov, Ukraine’s interior minister, said on his Facebook page late Saturday that there had been “violations of the ceasefire from Russia,” with Grad rockets fired 16 times at Ukrainian positions “from Russian territory.”
He said Ukrainian forces in Mariupol were being reinforced with additional troops, including the First Brigade of the National Guard.
Witnesses in Mariupol said that the easternmost government-held checkpoint on the outskirts of the city of 500,000 came under fire around 10:30 p.m. Saturday. Ambulances raced to the fighting, and Ukrainian military vehicles sped through the city.
