rebels mete out rough justice to their own

KRASNYI PARTYZAN, Ukraine (AP) — A bruised rebel fighter in battle fatigues is tied to a traffic pole, avoiding glances as a crude message hung about his neck flutters in the wind: "I am a marauder. I beat up and robbed my countrymen."
The man's captors were not his foes, but fellow separatist fighters in eastern Ukraine.
In the maelstrom of conflict, summary justice has become commonplace in rebel-controlled areas, and it targets civilians and combatants alike.
Rebel unit commander Alexander Nazarchenko stood a few paces away from the humiliated fighter in the town of Krasnyi Partyzan. He said he consulted with superiors before taking such a drastic measure. The man's offenses, he explained, were particularly outrageous.
"He assaulted a civilian, stole his car, took cash from his relatives," Nazarchenko said. "He said he was borrowing the money, but that isn't exactly how you borrow money."
The victim reported the fighter to rebel authorities, who sentenced him to trench-digging duties — the standard punishment among the rebel militia. Undeterred, the fighter got drunk and stole back the car from the same victim.
These types of incidents are fruit of the chaos — judicial, bureaucratic and economic — that has prevailed in eastern Ukraine throughout the conflict.
Andrei Pasichnik, deputy head of police in Luhansk, the second largest separatist-held city, condemned the arbitrary justice. But he conceded that much work remained to get a proper justice system in rebel areas.

"We protested against Imperialist Russia's land grab in Ukraine in Faletti's last night. Quite an experience for us. We tend think of security as a minor incompetent annoyance(if we think about it all). They were surprisingly rough with us, even though I was extremely conciliatory, and was willing to leave the venue at once(a Hotel is private property after all). They tore the Ukrainian flags and posters apart and made us leave the hall.
Nazar(9 years): " I wanted to punch them when they tried to tear our posters, but I didn't want a criminal record." (wise beyond his years smile emoticon )...
Sofia(7 years): That was scary. Why were they so mean? (I don't think she is cut out to be a firebrand revolutionary).
Zacky(5 year old and wants to command a tank when he grows up thanks to his uncle Imran Butt ): I wanted to bring a tank, when they were pushing us(Zacky got a nice lecture about etiquettes of peaceful protest, where tanks are a no-no grin emoticon ).

Canada announces another $14M in aid to Ukraine

Foreign Affairs Minister Rob Nicholson said Canada stands with Ukraine in the face of Russia's "aggressive militarism and expansionism," as he announced another $14 million in aid to the former Soviet state.
Nicholson met with Ukrainian Foreign Affairs Minister Pavlo Klimkin for several hours Thursday, to discuss the situation in Ukraine.
Canada has already committed $400 million in assistance to Ukraine, for economic stabilization and reform. Nicholson said Canada would be providing $14 million in additional aid, including:
- $8 million for combating human trafficking of children and youth
- $3 million for polio immunization
- $1.6 million for legal representation and assistance to help protect human rights
As well, he said there would be funds to support judicial education.
"I'm a big believer, not surprisingly, in anything we can do to promote the rule of law," Nicholsontold reporters in the House of Commons.
Nicholson said the Russian President Vladimir Putin’s regime "is trying to intimidate Ukraine into submission" and Canada remains concerned by the recent escalation of violence on the ground, particularly at the Black Sea port of Mariupol.
"Russia's actions in Ukraine call for a robust and sustained response by Canada and its partners and quite frankly, it is the right thing to do," Nicholson said.
"This is why our government continues to take strong action," he said, noting Canada's contribution of military resources, non-lethal equipment, and ongoing sanctions.

Eastern Ukraine has witnessed the worst clashes since the Minsk ceasefire deal was brokered in February. European observers continue to call for peace amid ceasefire violations by both parties.
"A Ukrainian soldier was killed and six others wounded over the last 24 hours," Andy Lysinko, Ukraine's military spokesman, said at a news briefing on Sunday.
Lysneko added that the rebels used large-caliber artillery in violation of the Minsk protocol.
The shelling of Donetsk, considered the separatists' central hub, has resumed following weeks of calm, leaving at least six rebels wounded, the separatists' official website reported.
