    I heard that target has them on clearance,around $0.60 to $0.80 for 40 count.

    walmart don't carry the 40s, they are special sizes made just for the sale at no frills. also walmart can't price adjust an item because other store has it for less. they can only price adjust if walmart lowered the price of the item in store within 14 days of your purchase.
