It says on the website that the first 30,000 participants will receive the accessory free of charge.
All other participants wil be directed to the Goodnet Shop to purchase their accessories (FREE SHIPPING).

So your getting a free accessory, some are bags, books and or other things from what I can see. If you get a bag, that has nothing in it, you can always add stuff to it and give it to someone if you want or keep it for yourself. But, that is your choice, they don't charge you anything. They are giving these things away to promote the day and their website. So they are giving away the first 30,000 items free for the lucky people who get one.
